By the beginning of September, the German Agency for Skilled Workers (DeFa) had helped care facilities recruit 2,154 care workers from abroad.

DeFa's mission is to explore the problems and obstacles that stand in the way of the rapid entry and recognition of skilled workers from third countries. It is to advise authorities in Germany and abroad and support care companies.
As of early September 2023, the agency has assisted with 906 applications from the Philippines, 257 from Brazil, 209 from Mexico, 220 from Colombia and 562 from other countries, according to the federal government.
DeFa, based in Saarbrücken, Germany, has 9.3 full-time equivalent positions and has received about EUR3 million from the BMG since 2019.
The German government points out that the priority in the fight against the nursing shortage is to make training and nursing as a job more attractive and to motivate nurses to stay in the profession longer. Recruiting skilled workers from third countries is a complementary initiative.
